Statement of the United States of America on agenda item 3: Evaluation of technical cooperation activities
Madame Chair,
The United States sees consistent and objective evaluation of the TC Program to be an essential element of responsible management of that program.
The Evaluation of Model Projects for Upgrading Radiation Protection Infrastructure was done thoroughly. The Report has improved somewhat from the last year’s Report. It has provided more substance and details, which has shown that the Agency understands the importance of these evaluations. The U.S. strongly supports continuing the model projects on upgrading radiation protection infrastructures in TC. We encourage TC to fully adopt the recommendation to establish a common manager for implementation of the Model Projects across the regions. We also believe TC should consider using similar modalities for standardizing implementation in other thematic areas across the regions.
The report offers no information on the implementation of recommendations given in 2003. We believe that the recommendations obtained from this study are vital to improving the overall quality of the TC Program. However, due to the lack of follow-up reporting, my government is concerned that the important findings from this evaluation are not properly being implemented. My government believes follow up reporting on the implementation of recommendations is essential to the evaluation process. We are looking forward to seeing a detailed report on the implementation of recommendation on the evaluation of TC Programme Planning Process.
Madame Chairwoman, the United States believes the evaluation program is a priority and a tool that can help to assure maximum benefit to TC end-users in future years. My government stands ready to support the Agency in its efforts to address the recommendations and shortcomings stated in this year’s Evaluation Report.
