Statement by the United States of America on agenda item 2: IAEA Medium-Term Strategy for 2006-2011
Madam Chairman, the United States is prepared to join consensus in taking note of the Medium-Term Strategy for 2006-2011. However, we do this with no great enthusiasm.
The previous Medium-Term Strategy was intended to aid planning and support a results-based approach to budgeting. The process of updating the Strategy represented a real opportunity to strengthen to reinforce the results-based approach, building on lessons learned.
Unfortunately, we appear to have missed this opportunity. If anything, the elimination of performance indicators it is a step backward. For the most part, the new Strategy simply codifies existing program plans and therefore provides little guidance on program planning aside from maintaining the status quo. My government regrets this missed opportunity.
