U.S. Statement as delivered by Ike Reed, Alternate Permanent Representative

 

Thank you, Mr. Chairman.

We appreciate the efforts of the Budget Working Group Co-chairs, the distinguished Ambassadors of Denmark and Brazil and of the Secretariat to be responsive to the concerns of Member States, including major donors, in presenting a revised proposal. We believe that the Secretariat took a prudent management approach in its consultations with Member States to facilitate agreement on how the IAEA expresses its priorities in its distribution of resources. With reference to the proposed changes to the narrative text of the Programme and Budget, while we believe the original text was completely acceptable, we can support the proposed revised text so we are prepared to join consensus in approving the co-chairs’ [or Chairman’s] proposal on the Program and Budget and the Technical Cooperation Fund Targets for 2018-2019 on the basis of the textual changes to be included in the final version as reflected in 2017/Note 57 circulated yesterday.

We also wish to express our appreciation to the Director General and the Secretariat for their continued efforts to find cost efficiencies and their overall commitment to fiscal responsibility in the operation and fulfillment of the mandates of the Agency.   The fiscal health of the IAEA is integral to its operations, and the 2016 Financial Statements, as well as the Report of the External Auditor, attest to the organization’s responsible stewardship of the resources that Member States provide. We commend the commitment of Member States to ensure the financial sustainability of the IAEA.

We also wish to express our appreciation to the Audit Board of the Republic of Indonesia for its work in reviewing the organization’s financial statements. The External Audit expressed satisfaction with the results-based framework as an effective means of ensuring transparency and accountability, a perspective that we share.
