The Future of U.S. Counter-Narcotics Strategy
Illicit narcotics pose severe and interlocking public health, security, environmental, and economic challenges for the United States and worldwide. As drug production and consumption habits shift, policymakers have found themselves amid a lengthy transitionary period wherein narcotics policy must simultaneously grapple with the burgeoning threat of synthetic drugs, most notably fentanyl and its analogues, while managing still-surging production of plant-based drugs such as cocaine and heroin.
