IAEA Board of Governors Meeting

Agenda Item 4: Report of the Program and Budget Committee

Vienna, June 5, 2018

Thank you, Chair.

We appreciate the Secretariat’s continued efforts to be responsive to Member States’ concerns and to balance the growing resource demands to fulfill the IAEA’s mandate within budgetary constraints. We continue to urge budget discipline without sacrificing funding for core activities, keeping in mind the broader goal of zero nominal growth given the financial constraints that many member states face. The current revised proposal is a positive step, balancing various competing factors and interests; therefore, we are prepared to join consensus in approving the Chairman’s proposal on the 2019 Budget Update.

We also wish to express our appreciation to the Director General and the Secretariat for their continued efforts to seek cost efficiencies and their overall fiscal responsibility in the operation and fulfillment of the mandates of the Agency. The fiscal health of the IAEA is integral to its operations, and the 2017 Financial Statements, as well as the Report of the External Auditor, attest to the organization’s responsible stewardship of the resources that we all provide. We commend the commitment of Member States to ensure the financial sustainability of the IAEA.

We also wish to express our appreciation to the Audit Board of the Republic of Indonesia for its work in reviewing the organization’s financial statements. The External Audit expressed satisfaction with the results-based framework as an effective means of ensuring transparency and accountability and we maintain that same opinion.

Thank you, Chair.
